由於有限的傳統化石能源與環境因素,使得許多國家已將再生能源作為能源替代的選擇。現今資訊流通日趨發展,許多網站與資料庫提供許多統計數據供使用者檢索,但多數資料庫所提供的資料太複雜、強調的主題重點、資料的儲存結構以及操作介面都不相同,使用者需要花費很多時間進行學習與找尋資料;另一方面,網路資料庫中所存放的統計數據通常只經過系統性的彙整後,供使用者檢索功能,並沒有提供任何驗證性的資訊。因此為了推廣再生能源發展、提升網路資源的使用性以及資訊服務的價值,本研究開發一項整合型的能源資訊服務平台─ Green Energy Information Platform (GEIP),採用動態連結資料庫,將分散的能源資料作整合,提供易於擴張與操作的使用介面,再由平台內所相容的模型分析工具,將原始統計數據轉換成有用的分析資訊,提供給使用者決策支援之參考依據。此模型分析工具,主要是以隱馬可夫模型為基礎來預測再生能源產業,為了驗證此模型,以台灣與丹麥風力發電產業作為研究案例,從實驗結果顯示,我們的預測模型能夠有效推斷出台灣風力發電之裝置容量改變趨勢。研究成果能夠作為整合型能源資訊平台的雛型之初步探討,並可提供給使用者資訊檢索服務、產業投資者與政策執政者決策支援之參考依據。
Due to the limitation of conventional fossil fuels and environment problems, renewable energies have been promoted by many governments as alternatives worldwide. With the increasing development of information technology, many websites and databases provide reliable energy statistics data. However, most databases present diverse and redundant information, highly inconsistent data, and hard-to-use interface. Moreover, these databases collect the latest energy data, but lack systematic analysis; they cannot provide useful and valuable information. Therefore, in order to promote development of renewable energy and improve the data usage, we propose an integrated energy information service platform, Green Energy Information Platform (GEIP). The proposed platform provides an easy-to-use user interface and a comprehensive querying system from multiple data sources using information integration techniques. In addition, the system offers decision support service through an intelligent model tool incorporated into this platform. This model tool can predict the development of renewable energy industry based on the theory of hidden Markov model. To validate the effectiveness of this tool, we attempt to forecast the development of the wind power industry in Taiwan and Denmark, respectively. The result demonstrates our system well project to the development trends of wind power, which can be used to assist the industry in making correct investment decision and to provide recommendations to these governments for setting suitable green energy policies.
